Defence Construction Canada (DCC) is inviting contractors and suppliers to apply to be placed on an Open Construction Source List (OCSL) for commercial, residential, industrial, institutional, and civil work required by the Department of National Defence at CFB Edmonton for three fiscal years. The OCSL will be used to tender construction services with an estimated value of $10 million and below. Interested contractors and suppliers may request to be placed on the OCSL at any time by submitting a request through this MERX posting and indicating their preferred official language. Contractors and suppliers that were placed on the previous OCSL must re-apply for this period. Faxed, mailed, or emailed submissions will not be accepted. Contractors and suppliers on the OCSL will be electronically invited to bid on opportunities as they arise and may be required to attend a site meeting prior to tender closing. An active MERX account is required for electronic bid submission. Contractors and suppliers must be registered on the OCSL used for the tender call to be eligible to bid; bids from entities not on the OCSL may be deemed non-compliant. DCC reserves the right to use existing source lists, establish other lists for specific categories with different pre-qualification requirements, verify interest and remove inactive contractors, require additional pre-qualification, post tenders openly on MERX, and set tenders aside for Indigenous businesses in accordance with the Procurement Strategy for Indigenous Business. Contracts awarded include measurable performance standards and are subject to DCC’s Procurement Code of Conduct. Contractors may be required to meet organization and personnel security requirements. DCC may reject applications that do not meet requirements and may request clarifications. By submitting a response, contractors consent to DCC publicly disclosing their legal name, address, and inclusion on the OCSL.
