The work consists of the replacement of the Larkin Rd Culvert over Franklin Gulf in the Town of Eden, Erie County. The project's limits extend approximately 127 feet south and 155 feet north of the existing culvert. The scope includes providing all labor, materials, machinery, tools, equipment, and other means necessary and incidental to complete the work as shown on the plans and described in the specifications, including but not limited to: replacement with a precast concrete box culvert and fill type retaining walls, placement of heavy stone fill near the wing walls and along Franklin Gulf, replacement of the inadequate pipe rail with four-rail box beam bridge rail, and full depth pavement reconstruction at both locations. The work will be performed while maintaining traffic via an offsite detour. Bidders must obtain contract documents from the designated office to be placed on the official Plan Holder List, ensuring receipt of addenda and bid correspondence. All bids must include a completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, Lobbying Certifications, and CONR 80LL Bidder's List. Bids must be submitted in a sealed envelope clearly labeled with the project information and received by the specified deadline. Each bid must be accompanied by security of not less than 5% of the bid amount. The awarded contractor is required to furnish Performance, Payment, and Guarantee Bonds for 100% of the accepted bid. Bidders and subcontractors must have an approved CCA-2 on file with NYSDOT prior to contract award. The successful bidder must comply with federal Equal Employment Opportunity and prevailing wage requirements. The Town of Eden reserves the right to consider bids for 45 days and to waive informalities or reject any or all bids. No questions about the bid will be accepted within seven business days of the bid opening. The contractor shall furnish and install a spray-applied, waterproofing membrane in accordance with the contract documents, approved Material Detail Sheets (MDS), and as directed by the Engineer. All surface preparation and quality-control testing of substrates and the applied membrane are included. This work shall consist of furnishing and placing single or multi-cell precast reinforced concrete box culvert sections of the type indicated in the plans in accordance with these specifications in the locations indicated and in a manner approved by the Engineer. This work shall consist of stockpiling and placing existing stream bed materials in conformance with the lines, grades and thickness shown in the Contract Documents or as directed by the Engineer. The contractor shall cut existing asphalt pavement, concrete pavement, asphalt surface course, or asphalt concrete overlay on concrete pavement at the locations indicated and detailed on the plans and as directed by the Engineer.
