Project consists of demolition of existing asphalt road, driveways and sidewalk, installation of new storm drain line, and replacement of asphalt road, driveways and sidewalk. Sealed bids will be received until 3:00 p.m. on February 11, 2026, addressed to the City of Alton. Bid/Contract Documents, including Drawings and Technical Specifications, are available from the Planning Department Office upon request and payment of $150.00. Electronic drawings will be provided at no cost upon request by emailing HC Engineering. A bid bond in the amount of 5 percent of the bid issued by an acceptable surety must be submitted with each bid. A certified check or bank draft payable to the City of Alton or negotiable U.S. Government Bonds (as par value) may be submitted in lieu of the Bid Bond. All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, age, handicap or national origin. Bidders are required to comply with the President's Executive Order No. 11246, as amended, and as supplemented in the Department of Labor regulations 41 CFR Part 60. The City of Alton reserves the right to reject any or all bids or to waive any informality in the bidding. In case of ambiguity or lack of clarity in stating prices in any bid, the Owner reserves the right to consider the most advantageous construction thereof or to reject the bid. The contract will be awarded to the lowest responsible bidder. Bids may be held by the City for up to 90 days from the date of the bid opening for review and investigation prior to contract award.
