Facility maintenance services are required to support FEMA Region 10 locations and include preventive, corrective, and emergency maintenance, operations support, and general facility upkeep across a range of building systems. Work includes mechanical, electrical, plumbing, structural, custodial, and grounds maintenance functions, along with support for facility operations, equipment upkeep, and labor resources needed to maintain safe and functional facilities. Labor categories include mechanic laborers in lead and general roles, general laborers, grounds maintenance laborers, janitors, project management personnel, and other direct cost support. Contractors shall provide qualified personnel, supervision, tools, and resources to sustain facility readiness and ensure building systems remain operational. Services may involve scheduled maintenance, unscheduled repairs, cleaning, grounds care, and operational support aligned with facility needs. Respondents must demonstrate experience performing facilities maintenance services of similar size and scope, provide qualified staff, describe technical approaches using industry practices such as CMMS and performance metrics, and supply pricing models with fully burdened costs. Contractors may also propose recommendations for performance improvements, identify risks, and offer mitigation strategies.
