This contract provides for improvements and restoration of Queensborough Creek at various locations along a 0.5 mile segment of the creek, and rehabilitation and repair of the sewer infrastructure located along the creek. The sewer pipe and manhole structures within the project area have been subject to stream erosion and have become exposed in places. The work area is heavily wooded and vegetated, located in a ravine with steep slopes, and access is limited. All work located below the Ordinary High Water Mark must be completed while the stream is dry or in a low-flow period, or within the permit approved fish window. Major elements of the work include installation and management of temporary erosion and sedimentation control measures, temporary construction access planning and improvements, installation of approximately 2,800 linear feet of 12-inch diameter sewer lining, sewer and stream bypassing, manhole structure modifications, repairs, removals, and interior lining, storage and repurposing of felled trees for creek restoration, installation of creek repair and restoration improvements, permanent access path construction and final grading, installation of permanent retaining walls, wetland and natural habitat restoration, and stream buffer riparian habitat restoration. Subcontracting opportunities may include surveying, earthwork, dewatering, cured-in-place-pipe, and landscaping restoration. Instructions for bidders include requirements for bid submission, bid guaranty, and procedures for accessing bid documents and addendums. There is a mandatory apprentice utilization requirement of 15% of the total labor hours. The District reserves the right to reject any bid, portion of any bid, or all bids, and may waive informalities and irregularities.
