The Massachusetts Department of Transportation Rail and Transit Division is seeking contractors to submit a sealed bid for the following Cape Main improvements at MP 44.27, 44.29, 68.00, and 71.66: replacement of two culverts, construction of a sheet pile retaining wall, retirement of two cattle passes, and all other work associated with the Cape Main improvements at the specified mileposts as described in the contract documents. Contractor questions concerning the Bid Package are due by 4:00 PM FRIDAY FEBRUARY 6, 2026. Contractor questions must be submitted through Contractor portal The project includes, but is not limited to, the following work items: The Scope of Work for this Project is to remove and replace two (2) existing railroad culverts located at Mile Post 44.27 and Mile Post 44.29 on the Cape Main Line in Rochester, MA, install a sheet pile retaining wall with anchor piles and tie-backs to provide access for construction of the culverts, and the retirement of two cattle passes at MP 68.00 and MP 71.66. This list has been compiled to provide Contractor with an order of magnitude work scope and to attempt to describe the complexity of the work required. Contractor is advised that it is the sole responsibility of Contractor to perform all the work in conformance with the Contract Documents and to satisfactorily complete the work on time and to the standards of MassDOT (Owner) and pursuant to the direction of MCRR (Railroad). Environmental A. Contractor will be responsible for any, and all, permitting conditions and/or requirements stipulated in the MassDEP Order of Conditions for MP 44.27 and MP 44.29 (MassDEP File #: 25-WW11-0001-APP and 25-WW11-0004-APP issued by the Massachusetts Department of Environmental Protection. The Section 401 Water Quality Certificates are included in the appendices of these Contract Specifications. The Section 401 Water Quality Certification expires on April 3, 2030 for MP 44.27 and April 23, 2030 for MP 44.29. All costs associated with meeting the conditions and/or requirements of the environmental permits shall be considered incidental to the overall Project. These costs shall be the responsibility of Contractor. There are no environmental permits required for the cattle pass retirements at MP 68.00 and MP 71.66. B. Contractor will be responsible for any, and all, permitting conditions and/or requirements stipulated upon issuance of the Section 401 Water Quality Certificate by the Massachusetts Department of Environmental Protection and the Section 404 Self-Verification by the Department of the Army, US Army Corps of Engineers, New England District. Notice shall be provided of the work to occur to the local Conservation Commission for the cattle pass retirements at MP 68.00 and MP 71.66. C. Contractor shall obtain the services of a qualified Society of Wetland Scientist Professional Wetland Scientist (PWS). All water resource protection work shall be observed and supervised by the PWS. The PWS shall be on site as necessary to verify water resource protection efforts; coffer dam installation and removal; temporary dewatering method installation and removal; erosion control installation and removal; and shoreline restoration work meets the requirements of the Contract Documents and in accordance with the conditions of the permits. Contractor shall comply with all recommendations of the PWS. Pre-Construction Survey A. At all three work sites, the Contractor is responsible for performing a pre-construction site survey, to be reviewed and approved by the Engineer, to determine horizontal and vertical alignment of the existing track structure at the location of the culvert or cattle pass to be removed and at the locations of the new culverts and pipes to be installed. The survey must include existing track alignment and profile; limits of culverts and pipes, with existing invert elevations, sheet pile retaining wall, and cattle passes; and verification of dimensions and material types. The survey shall include topo, including pipe invert elevations at ends of the culverts and cattle passes, of the existing track features within the work limits, and wetland flag locations. Contractor shall submit to the Engineer a survey plan and CAD filesfor review and approval by the Railroad and Owner. B. Contractor shall coordinate with MCRR to schedule the necessary ROW access for the preconstruction survey. Furnish and Install Anchored Steel Sheet Pile Retaining Wall A. Contractor is responsible for any, and all, permitting conditions and/or requirements stipulated within the project environmental permit. B. Prior to the start of work, Contractor shall furnish and install all erosion and sedimentation control devices in accordance with the Contract Plans, Scope of Work, Technical Specifications, Special Conditions and all Federal and State DEP Regulations. C. The limits of the anchored steel sheet pile retaining wall are shown on the Contract Plans. All work associated with the anchored steel sheet pile retaining wall shall be in accordance with the Contract Plans, Scope of Work, Technical Specifications, MassDOT Standard Specifications and Special Conditions. D. Contractor shall produce shop drawings and a detailed work plan for the installation of the anchored steel sheet pile retaining wall for review and approval by the Engineer. Furnish and Install Erosion Control, Dewatering and Cofferdams for Installation of the New Culverts A. Contractor is responsible for any, and all, permitting conditions and/or requirements stipulated within the project environmental permit. B. Contractor shall submit a detailed plan of dewatering and erosion/sedimentation controls to the Railroad/Owner's Engineer for approval prior to the start of any work. Although there are no permits required, erosion controls are to be installed at the two cattle passes. C. Prior to the start of work, Contractor shall furnish and install all erosion and sedimentation control devices in accordance with the Contract Plans, Scope of Work, Technical Specifications, Special Conditions and all Federal and State DEP Regulations. D. Contractor shall install cofferdams in accordance with the Contract Plans, Scope of Work, Technical Specifications, and Special Conditions on the inlet and outlet ends of the proposed new culverts at MP 44.27 and MP 44.29. E. The temporary pump dewatering systems shall be designed and installed to accommodate installation of the new culverts inside the cofferdams as shown in the Plans. Existing Turnout and Track (Jointed & CWR) Removal, Dismantling and Storage A. Contractor shall coordinate with MCRR for access to the site and Railroad Right-of-Way necessary for the track(s) outage. B. Contractor shall cut rail, remove, store a segment of the existing rails, ties, switch and other track materials as needed to facilitate the installation of the two (2) new culverts in accordance with the Contract Plans, Scope of Work, Technical Specifications, Special Conditions and environmental permits. At the Cattle Passes, Contractor will re-stagger the joints so that an even amount of rail and ties can be removed by panel or in pieces. C. Contractor shall be responsible for layout of proposed field cut locations in anticipation of the rail destressing process. Contractor shall consider all potential limiting factors when determining rail expansion cut locations including, but not limited to; grade crossings, bridges, special track work, curves, manageable rail lengths, ambient temperatures and all other possible factors. Contractor shall not destress any length of rail greater than 1200 feet at any one time. Contractor shall coordinate with MassDOT/MCRR Engineering for proposed rail cut locations. D. There is jointed not welded rail in the siding at the MP 44.27 and MP 44.29 Culverts and at the Cattle Passes so no destressing will be required for these sections of track. Excavation and Stockpile of the Existing Trackbed and Subgrade Material for the Installation of the New Culverts at MP 44.27 and MP 44.29 and the Cattle Pass Retirements at MP 68.00 and MP 71.66 A. The limits of excavation for culvert replacements and cattle pass retirements are shown on the Contract Plans. Excavation within the limits of disturbance shown in plan shall be accomplished in accordance with the Contract Plans, Scope of Work, Technical Specifications, and Special Conditions and stockpiled separately from other excavated materials. B. Provided it is re-usable material, the excavated track bed material is to be reused and any excess material will be disposed of along the Railroad Right-of-Way within five (5) miles of the work site at a location(s) designated by the Engineer.
