Site work and paving for a civil project in McMinnville, Oregon. Completed plans call for site work for a bridge / tunnel; and road / highway.

This project, titled "2026 North Valley Road Full Depth Repairs & Culvert Replacement Project," consists of a 12-day closure of North Valley Road between Ribbon Ridge and Albertson Road, Full Depth Repairs (FDR) in four separate areas, two culvert replacements, and Bid Alternate work to construct seven embankment turn outs along the closed portion of the road. Closure includes detour signage, two PCMS reader boards, and temporary closure signs. FDR work involves cold planning and excavation, estimated at 1,783 cubic yards, with the existing pavement (10"-11" thick) to be removed by Cold Planning and used as 12" subbase in FDR. Turnouts will be constructed with FDR excavation spoils if awarded; if not, spoils below existing AC must be hauled offsite. A no-cost disposal site is noted on the plans. The upper 12" of the turnouts will be constructed from imported grindings owned by Yamhill County. Paving FDR work will require 4 inches of Level III AC. There will be a Summer 2026 Pre-level and Overlay project following this work but not included in this project. The 48" x 44' culvert, 8' deep, is to be completed during the In the Water Work Window (IWWW). The second pipe replacement is an 18" x 50' culvert, both requiring 4" of trench patching. Offerors must be prequalified with the Oregon Department of Transportation in ACP - Asphalt Concrete Paving and Oiling, and (TTC) Temporary Traffic Control. Offers must include a copy of the ODOT Prequalification Approval Letter or documentation that a prequalification application was submitted at least seven days prior to Bid Opening and the approval letter submitted within fourteen days after Bid Opening. Offers must include pricing for all bid items listed in Exhibit A, Price Submittal Form, and bear an original signature. Offers should be submitted in sealed packages or envelopes, clearly marked with the ITB Number and Closing Date & Time, to 2060 NE Lafayette Ave, McMinnville, OR 97128.
