Sealed bids are required for the 2026 Asphalt Resurfacing Project for the Public Works Department. Bids must be submitted electronically via the Bid Express website using the provided forms. Paper, fax, or electronic submissions outside Bid Express are not accepted. Bidders need a digital ID and pay a fee for electronic bid submission. Bid guaranty must comply with Section 153.54 of the Ohio Revised Code, and bid security in bond form must be from a Surety Company licensed in Ohio. A Non-Collusion Affidavit and Affidavit of Non-Delinquency of Personal Property Taxes are required. Contractors and subcontractors must use Ohio products and labor where practicable, and comply with Equal Employment Opportunity requirements under Ohio Administrative Code Chapter 123 and Governor's Executive Orders. Prevailing wage rates for Butler County and the City of Fairfield must be met as determined by the U.S. Department of Labor. Proposals must include the full names of all parties and persons interested, evidence of experience on similar projects, and a complete list of all subcontractors. Bid prices are to be firm for ninety days after opening. The City of Fairfield reserves the right to reject bids or correct/waive irregularities if in the City's best interest.
