Portable PC designed buildings will be delivered and ready for installation. All bids must be on the form provided and responsive to all pertinent Contract Documents, including the Instructions to Bidders. The successful bidder will be required to furnish a 100% Performance Bond and a 100% Payment Bond if awarded the contract. The successful bidder and subcontractors must pay workers not less than the general prevailing wage rate and comply with registration and qualification requirements pursuant to Labor Code 1725.5 & 1771.1. A Project Labor Agreement is implemented. Bids will be awarded to the lowest responsive responsible bidder based on the total base bid amount plus a $250,000 allowance, using a process that conceals the identity of bidders until bids are ranked. Bidders must attend a mandatory pre-bid conference and site visit. The District reserves the right to reject any or all bids and/or waive irregularities in received bids. No bidder may withdraw their bid for ninety days after the date of the bid opening. Pre-qualification requirements: Bidders must be prequalified by the District. Subcontractors performing electrical, mechanical, or plumbing work under specific license classifications (C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46) and bidding as first-tier to a general contractor must also be prequalified. Prequalification is conducted electronically through Colbi Technologies at www.qualitybidders.com. Bidders must possess an active and good standing State of California B-General Contractor license at the time of bid opening and throughout the contract term. Each bid must include a bid bond, cash, cashier's check, or certified check in the amount of ten percent (10%) of the total bid price as security for the bid. Attendance at the mandatory pre-bid conference and site visit is required; failure to attend or tardiness will render the bid ineligible. All bidders and their subcontractors must be registered and qualified pursuant to Labor Code 1725.5 & 1771.1. Bidders must comply with prevailing wage laws and the Project Labor Agreement.
