As of March 30, 2026, this project has not yet been awarded. A timeline for award has not yet been established. Scope of Services: The project will include, but is not limited to, boring a new 14 HPDE water line, removing an existing 12 water main, removing an existing steel pipe (utilities unknown), etc. All work to be completed within fifty (50) working days from the issuance of Notice to Proceed. Instructions to Bidders: Bids will be received electronically or at the Purchasing Division office. Bids received after the specified time will not be considered and will be returned unopened. Bidders are encouraged to attend the bid opening virtually. Bidders submitting electronically must first register online. All bidders must provide the same documents regardless of submission method. Only a bid bond, certified check, or cashier's check shall be submitted as security. Electronic copies of both the front and back of the check or bid bond shall be included with the electronic bid. Bids must be signed in accordance with LRS Title 38:2212(B)5. A Corporate Resolution or Certificate of Authority authorizing the signer is required and failure to submit it shall cause rejection. Bid documents are available upon request at specified locations until twenty-four hours before the bid opening date. Each bid shall be accompanied by a certified check, cashier's check, or bid bond for five percent (5%) of the base bid plus additive alternates. If a bid bond is used, requirements for bonding companies are specified. The successful bidder must execute performance and labor and material payment bonds in the full amount of the contract. No contractor may withdraw the bid for at least forty-five (45) days after the time scheduled for bid opening. Each bid shall be submitted only on the provided bid form. Bids shall be evaluated based on the lowest responsible and responsive bid. Additional requirements for contractor licensing and DBE participation are specified.
