Reference Number 0000430935 The County of Leelanau solicits proposals from experienced and qualified vendors for the modernization, installation, commissioning, and integration of an Access Control, Lighting Control, and Control System Upgrade at the Leelanau County Jail. Question Acceptance Deadline 08/14/2026 12:00 AM EDT Questions are submitted online Yes The project includes (1) modernization/replacement of obsolete access control, intercom, camera call-up, and zone monitoring systems; (2) full integration and configuration of existing doors, intercoms, TVs, phones, and lighting panels into a central touchscreen control system with camera integration; and (3) replacement of the obsolete 2004 fluorescent lighting system (277V dimmers/ballasts) with modern 2x4 drop-in LED panels (approximately 30 panels for the corrections facility and connecting corridor). Primary interface between the awarded vendor and Leelanau County will be through the Leelanau County Administrator's Office. The Proposer shall comply with all Federal , State and Local Laws, regulatory requirements, codes, and recommended industry practices. Proposer will be required to provide copies of all certifications, notifications, permits, and other documentation as required in this section and throughout this RFP document to the County Administrator prior to and during project implementation as applicable. - PLCs, Enclosures, & Access Control Modernization Supply, install , and configure PLC components and new/replacement access control hardware to operate existing doors, intercoms, lighting panels, TVs, and phones. Update all documentation (wiring diagrams, panel layouts, program logic). On-site installation, termination, testing, and commissioning. Estimated 150-250 digital/analog control points (verify during site survey). Intercom System and Camera Integration Program and configure existing intercom system for full central control . Enable camera call-up from designated stations. Master stations control designated areas with crosscontrol capability. Firmware updates as needed. No new intercom hardware. Lighting Control Upgrade & LED Fixture Replacement Lighting Control: Upgrade existing lighting control panel for remote/central operation. Enable control to TVs and phones from central interface. Program secure manual/automated logic. LED Fixture Replacement: Replace obsolete 2004 fluorescent system with modern 2x4 drop-in LED panels. Approximate Quantity: 30 panels (final count verified on site visit). Install in existing grid locations. Full testing/commissioning of lighting, TVs, phones. Provide updated diagrams, logic, and manuals. No new TVs/phones - scope limited to control of existing plus LED replacement. Event Reporting Comprehensive time/date-stamped logging of all door, intercom, lighting (new LED ), TV, and phone actions. Retrieve/review capability for oversight and investigations. Network Infrastructure Secure air-gapped network isolating control system from general IT. IP addressing, dedicated remote access point. County provides internet connection for remote support. Equipment Placement & Installation Touchscreens/monitors in designated control rooms. Core equipment in secure headend. New LED panels in existing ceiling grids. All terminations, power, and network connections. Exclusions - New door hardware, intercom devices, TVs, or phones (LED lighting fixtures are included). o Conduits, high-voltage panels, breakers, relays (unless directly for new LED/control). Concrete cutting, core drilling, fire penetrations, structural modifications. Gypsum/ceiling repairs beyond LED install ; patching, painting, millwork. Permits/firewatch, lifts/scaffolding, prevailing wage/union labor unless specified. Bidding Structure and Mandatory Integration Requirement Complete Integrated Project: Full scope including new/replacement Access Control System, integrated Lighting Control , PLCs, intercom/Avigilon integration, LED fixture replacement (~30 panels), network, training, and commissioning. Prime contractor responsible for all integration and performance.
