Sealed proposals are requested for the Chartiers Pump Station Upgrades Project for the Lower Burrell Municipal Authority. The project includes, but is not limited to, General, Civil, Structural, Architectural, HVAC, Electrical, and Plumbing upgrades to the Chartiers Pump Station. Five contracts will be awarded: General Construction, Electrical Construction, Mechanical - Heating and Ventilating Construction, Plumbing, and Force Main. Each proposal must be accompanied by cash, a certified check, or a Bidder's Bond in favor of the Authority in an amount not less than ten percent of the proposal, ensuring the Bidder will carry out the contract if awarded. The successful bidder will be required to furnish a Performance Bond and Labor and Material Bond in the full amount of their bid. No bidder may withdraw their bid within 90 days after opening. All applicable laws, ordinances, and regulations apply. Bidders must submit a Non-Collusion Affidavit. Compliance with all federal, state, and local laws and regulations governing prevailing wage and fair employment practices is required. The project is subject to Build America, Buy America Act requirements, as well as the American Iron and Steel provision, requiring all iron, steel, manufactured products, and construction materials used be produced in the United States. Contractors must demonstrate good faith efforts to solicit Disadvantaged Business Enterprises (DBEs) and submit documentation of DBE contacts and commitments with the bid. The Authority reserves the right to waive informalities or reject any or all bids. All questions about the meaning or intent of the Contract Documents, Specifications or Drawings are to be directed to the Engineer.
