The City of Greer is seeking qualified interested offerors to provide turnkey services for the retrofit of the existing field and court lighting system with high-efficiency technology at Stevens Field. This project aims to modernize field lighting infrastructure, reduce energy consumption, minimize light pollution, and implement advanced wireless lighting control link system. This project consists of the design and installation of LED luminaires, integration of secure wireless control link system and monitoring capabilities, and provision of long-term warranty and performance guarantees. The retrofit must meet or exceed the latest UES RP-6-20 standards for sports lighting and ensure uniform light levels with minimal glare and spill. This initiative will improve safety, usability, and operational efficiency at Steven's Field while supporting sustainability goals through energy-efficient lighting upgrades. Deadline for City Responses: Thursday, February 12, 2026, at 5:00 pm Offerors must have a minimum of five (5) years' experience in providing similar services to communities with comparable projects. All Responses will be retained as property of the city. The proposal must contain the manual signature of an authorized representative of the responding firm. Responding firms will not be allowed to make any changes or corrections after the proposal submittal deadline has passed. All offerors must include a certificate stating the coverage limits carried for General Liability Insurance and Worker's Compensation Insurance through the vendor questionnaire. At time of award, a Certificate of Insurance must be updated naming City of Greer as additional insured. The specifications or scope of services will include the coverage and limits required. For proposed contracts greater than $25,000.00, the offeror awarded the contract must supply a Performance Bond in the amount of 100% of the proposed contract price prior to commencement of the project. As an alternative, contractor may deposit a cash bond in the amount of 125% of the proposed contract price to be held in escrow by the City until such time as the project is complete and fully accepted by the City. For proposed contracts greater than $50,000.00, the offeror awarded the contract must supply a Payment Bond in the amount of 100% of the proposed contract price prior to commencement of the project. The offeror awarded the contract must comply with all applicable OSHA and SCDES Standards, as well as any and all other industry safety standards that may apply. All submittals must include copies of the responding firm's, and any proposed sub-contractor's, applicable state licensing issued through the office of SC Labor, Licensing, and Regulations (SCLLR). State licenses for all trades and disciplines required to complete the job must be included in the submittal. The offeror awarded the contract must obtain and pay for all applicable licenses and permits, including but not limited to, the City of Greer Business License and all Building, Mechanical, Electrical or Plumbing Permits, as required. The City of Greer is requesting proposals from qualified sports lighting companies to retrofit existing lighting systems at Stevens Field with a state of the art LED sports lighting system. The project is intended to enhance lighting quality for players, spectators, and staff, improve energy efficiency and reduce operating costs, incorporate advanced controls for operational flexibility, and extend the lifecycle of the City's sports lighting infrastructure. A proposal is requested for a new LED Sports lighting system with wireless control system at Stevens Field, inclusive of all mounting hardware, wiring, controls, aiming hardware, and electrical components. The lighting system will utilize the existing light poles at Stevens Field (no warranty required for the structural condition of the existing poles). New fixtures must weigh less than current fixtures. The existing luminaires and components must be removed and relocated to the City of Greer Operations Center, located at 446 Pennsylvania Ave, Greer, SC 29651. The lighting and control system must adhere to the requirements set forth in the sections below. Proposals must detail your company's plan for mobilization of materials and equipment as well as how luminaires will be relocated to the Operations Center. A possible staging area is the gravel area outside the gate as depicted in Attachment A - Stevens Field Lay Down Area. The awarded company may need to mobilize material and equipment in and out of the Stevens Field site at the beginning and end of each work day if the staging area does not conform. The adjacent parking lot can only be used for vehicular parking. The use of the parking lot for staging, large trucks, or machinery is prohibited. Please note that materials left onsite will be at the risk of the awarded company as no lighting, temporary fencing, or security will be provided by the City.
