The project generally consists of drainage, concrete, and roadway paving improvements and upgrades within the right-of-way of Richard Road, an approximately 1,700 lineal feet cul-de-sac located off U.S. Highway Route 1 South. The work includes maintenance and protection of traffic; site clearing and grading; excavation of test pits; removal and replacement of approximately 7 existing deteriorated sanitary sewer manhole castings, including adjusting to finished grade and reconstruction of structures where ordered; resetting to grade existing sanitary sewer cleanout assemblies; removal and disposal of existing drainage structures and pipe reaches to become inactive; removal and replacement of approximately 360 linear feet of various sizes of RCP Class IV storm sewer pipes; reconstruction of existing storm sewer inlet structure; removal and replacement of approximately 5 existing inlets or manholes with various types and sizes of new inlet or manhole structures; construction of approximately 325 linear feet of 12” RCP Class V storm sewer pipes, approximately 1,200 linear feet of 15” RCP Class IV storm sewer pipes, and approximately 20 Type “A” and “C” Inlets; television inspection of new and removed or replaced storm sewer pipe reaches; extending existing sump pump lines and roof leader drains to storm sewer structures; resetting to grade and/or realigning existing water main, hydrant valve boxes, and water service curb boxes; removal of approximately 1,200 linear feet of existing curbs; removal of approximately 100 square yards of existing concrete sidewalks, driveways, or aprons; construction of approximately 3,700 linear feet of standard Township concrete curb; construction of approximately 25 square yards of 4” thick standard Township concrete sidewalk and 100 square yards of 6” thick Township reinforced concrete driveways or aprons; installation of cast-in-place handicapped sidewalk ramp delineation; existing asphalt and stone driveway restoration; cutting and removal of approximately 7,200 square yards of existing asphalt roadway pavement; installation of dense graded aggregate base course material as ordered; installation of approximately 2,200 tons of hot mix asphalt base course material; resurfacing of the entire roadway with approximately 1,000 tons of hot mix asphalt surface course material; application of traffic pavement striping and markings; installation of new street trees; furnishing and installation of approximately 5,000 square yards of topsoil and seed; right-of-way restoration; and all other preparation, restoration, and associated work in accordance with the contract documents. Proposals must be enclosed in sealed envelopes with the bidder’s name and address and the name of the work on the outside. A Statement of Consent of Surety from a surety company authorized to do business in New Jersey must accompany each bid. Each bid must also be accompanied by a certified check or cash, or a bid bond in the amount of not less than ten percent of the bid (but not more than $20,000.00), as a guarantee that, if awarded, the contract will be executed and performance bonds furnished within ten days. A certificate of Consent of Surety from a bonding company licensed in New Jersey, and named in the current list of “Surety Companies Acceptable on Federal Bonds, U.S. Treasury Department,” must also be provided. All bidders are required to be registered with the New Jersey Department of Labor and provide Proof of Business Registration. The successful bidder must comply with the New Jersey Prevailing Wage Act, the requirements of N.J.S.A. 10:5-31 et seq., N.J.A.C. 17:27, OSHA standards, and all regulations referenced in the bid documents. No bid may be withdrawn for sixty days after opening. The Township reserves the right to reject any or all bids and to award the contract based on available funds.
