The City of Reading (City) is seeking bids/proposals from Radon Mitigation Contractors as further detailed throughout this RFQ inclusive of all tasks, deliverables and/or products required herein. If the City makes an award in connection with the proposal, Attachment I "Contract" and all terms and conditions of this RFQ as well as all documents incorporated therein shall form the entire agreement between the City and the successful Bidder. Any and all questions shall be submitted no later than The City of Reading is seeking proposals from Radon Mitigation Contractors to provide all labor and materials to perform radon mitigation installations and repair tasks as required. This is including, but not limited to, the installation and repairs of components related to radon mitigation systems and clearances for pre-qualified homes located within all City of Reading zip codes. The EPA estimates that about 1 in 15 homes (-7%) in the U.S. have elevated radon levels. This ranges from about 20% of homes in EPA highest risk radon zone (Zone 1) to about 2% of homes in the lowest risk zone (Zone 3). Many states have also developed radon maps for their states, which use more data than was available for the development of the EPA map in the early 1990's. The average cost of professional radon testing is about $140 for a single-family home with an average mitigation cost of $1,500. The City of Reading reserves the right to accept or reject any and all bids, and to accept or reject any part of a bid, as may be in the public interest. This agreement is for services related to a project that is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act ("IIJA"), Pub. L. 177-58. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States, as further outlined by the Office of Management and Budget's Memorandum M-22-11, Initial Implementation Guidance on Application of BuyAmerica Preference in Federal Financial Assistance Programs for Infrastructure, April 18, 2022. The City of Reading, Pennsylvania, through its Division of Community Development Healthy Homes program and Lead Hazard Control program, is seeking multiple Radon Mitigation Contractors to provide all labor and materials to perform various radon diagnostic tests, mitigation installations and repair tasks as may be required, including but not limited to, the installation and repairs of components related to radon mitigation systems at various homes throughout the City of Reading. Mitigation will include a post mitigation radon test. The contractor will be working with both the Healthy Homes as well as the vendor who will be performing the other work for lead paint in the undertaking of a comprehensive program to identify and control radon poisoning in eligible privately-owned rental or owner-occupied homes/units. It is the intent to multi-award these professional services to multiple companies. Radon testing must be conducted in all units that receive interventions under the Healthy Homes Production grant. Exceptions to this requirement include units with an active mitigation system or units that have a valid radon test within the past 5 years. Testing must be conducted by a professional who is currently credentialed by the National Radon Proficiency Program or the National Radon Safety Board (NRPP/NRSB) and licensed/certified in the state in which the work is being conducted. Based on a radon assessment, if radon mitigation is needed as a result of the radon level being at or above 4 picocuries per liter of air, interventions must be conducted by a professional who is credentialed by the NRPP or NRSB and licensed/certified in the state in which the work is being conducted, if required by the state. All Bidders awarded a contract under this RFQ will be invited to job sites, as needs arise, to tour the location and obtain details about the environment and required work. The selected contractor must then submit a proposal outlining the specifications/scope of work, hour rate(s) provided herein, and any additional material costs necessary to complete the job. Each proposal will be reviewed and the City will make the final determination as to which proposal offers the best overall fit.
