Construct Shallow Wells 5, 6 and 7 including all labor, materials and equipment necessary for the construction of three new wells including well construction, well pump, pitless assembly, electrical, site work and miscellaneous associated work, including cleanup. The project is located west of NE Hubbell Avenue north of NE 94th Avenue north of the City of Bondurant, Iowa. All work and materials are to be in accordance with the proposed plans, specifications, form of contract and estimate of cost now on file in the office of the City Clerk of Bondurant, Iowa. All proposals shall be made on official bidding blanks furnished by the City, and any alterations in the official form of proposal will entitle the Council, at its option, to reject the proposal involved from consideration. Each proposal shall be sealed and plainly identified. Each proposal must be accompanied by bid security in an amount equal to ten percent (10%) of the bid, in the form of a certified or cashier’s check, certified share draft, or bid bond. The bid security shall be forfeited to the City as liquidated damages if the successful bidder fails or refuses to enter into a contract within 10 days after the award and post a bond satisfactory to the City. Bidders will use the bid bond form included in the specifications. A preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statutes. The award of contract will be made to the lowest responsible bidder submitting the lowest responsive bid. Failure to submit a fully completed Bidder Status Form with the bid may result in rejection. The City Council reserves the right to reject any or all bids, to waive informalities or technicalities, and to accept the bid determined to be in the best interest of the City. The City reserves the right to defer acceptance of any proposal for up to thirty (30) calendar days from the date of hearing. The successful bidder will be required to furnish a bond in an amount equal to one hundred percent (100%) of the contract price to guarantee the faithful performance of the contract and maintenance of improvements for not less than four (4) years from acceptance by the City. Well No. 7 shall be completed no later than June 15, 2026, with liquidated damages of $1,500 per day; Well No. 5 and Well No. 6 shall be completed by December 31, 2026, with liquidated damages of $750 per day. Payment will be on the basis of monthly estimates equivalent to ninety-seven percent (97%) of the contract value of work completed and materials delivered, less penalties.
