NIST seeks information from industry on the availability and capability of firms to provide Mechanical, Electrical, and Plumbing (MEP) Architectural and Engineering (A\&E) services for research and development facilities at its Gaithersburg, Maryland campus. Work includes planning, evaluation, design, engineering, construction management, and post-construction services supporting maintenance, modification, and improvement of specialized facility systems. Facilities contain advanced laboratory environments requiring uninterrupted power systems, compressed gas distribution, clean-room technologies, and highly controlled temperature and environmental systems. Utilities such as chilled water, steam, compressed air, and high-voltage power are centrally generated and distributed across a campus of aging buildings ranging from 3 to 60 years old, many with unique layouts, sub-basements, and specialized façades. Expected tasks may include field investigations, surveys, design documentation, engineering studies, construction inspection, RFI analysis, commissioning support, cost estimating, scheduling, and preparation of AutoCAD and PDF as-built drawings, bridging documents, and full construction specifications. Responses must address experience within the past 60 months, including laboratory renovations of at least 2,000 square feet involving fume hoods, laboratory casework, and laboratory plumbing; upgrades to mechanical, electrical, and plumbing systems supporting research operations, including air-handling units of at least 5,000 cfm, specialized electrical systems, and utility gases or other specialty plumbing; and life-safety and code compliance involving IBC and NFPA analyses, egress, fire alarm systems, fire suppression design, and hazardous detection such as radiological or toxic gas monitoring. Firms must also describe professional qualifications of registered personnel, intended contracting role, subcontracting compliance for small businesses, bonding capacity, contract vehicles, and any recommended improvements to the draft Statement of Work or suggested evaluation factors. NIST anticipates awarding up to three IDIQ contracts with a total maximum value of $9,800,000, consisting of one base year and four one-year ordering periods. Firms within 50 miles of the NIST Gaithersburg campus may submit capability statements in the required format. Responses are for market research only and do not obligate the Government. Anticipated Period of Performance: NIST intends to conduct a competitive acquisition that consists of One (1) Base Year and Four (4) - 1 year Ordering Periods. Location: Location of the firm must be within the general geographical area of NIST, Gaithersburg, Maryland campus, which is considered 50 miles as defined by a nationally recognized on-line mapping program.
