Site work and paving for a bridge / tunnel in Pasco, Washington. Conceptual plans call for site work for a bridge / tunnel.
The work includes preparation of PS&E, design of the project, preparation of plans and specifications in compliance with local, state, and federal requirements, construction cost estimates, right-of-way (ROW) acquisition and certification, and construction support services and inspection. Required tasks are topographic and/or property surveying, geotechnical investigation, WSDOT/FHWA coordination, preparation and processing of environmental compliance documents, public outreach and stakeholder involvement, grant preparation, WSDOT ROW access permits, ROW acquisition and certification services, bid support, construction management/administration services and inspection, and record drawing preparation. The Consultant must follow all processes and complete all documentation required to comply with WSDOT and/or FHWA requirements. Submittals will be evaluated based on Project Understanding & Approach, Project Team Experience & Qualifications, and Presentation, Organization, and Clarity of SOQ Submittal. There is a Zero Percent (0%) mandatory Federal Small Business Enterprise (FSBE) goal and a voluntary Ten Percent (10%) SBE goal. Continuous outreach to include FSBE and SBE firms in the agreement is required, as is conducting Commercial Useful Functions (CUF) reviews on FSBE firms, and reporting payments in the DMCS system. Consultants are required to submit either an electronic or a hard copy of their SOQ by 11:00AM PST, Tuesday, March 10, 2026. It is the responsibility of the Consultant to obtain any RFQ updates or addenda from the City's website. Technical questions about the scope should be put in writing and directed to the City Representatives listed in Section 1.10 no less than three (3) working days prior to the submittal deadline. There is no pre-proposal meeting scheduled for this project. The City reserves the right to reject any and all responses and to waive technicalities or irregularities, and after considering all submissions, make the award to best serve the City's interests. Small, minority, and women-owned businesses are encouraged to submit bids.
