As of March 16, 2026, the project was awarded to Porter Construction, LLC, with an awarded amount of $144,339.50. Borough Of Carlisle 2026 ADA And Curb Rehab 2026 Curb and ADA Pedestrian Ramp Rehabilitation. All bid proposals shall be properly executed in ink without alterations and shall be complete. Specifications and bid forms may be obtained at no cost from the offices of the Borough of Carlisle from 8:00 a.m. to 4:00 p.m., Monday through Friday, except holidays. The successful bidder will be required to post a performance bond in the amount of one hundred percent (100%) of the bid price. If the anticipated project cost is at least $25,000, Pennsylvania prevailing wages under the Pennsylvania Prevailing Wage Act will be required. Borough Council reserves the right to reject any or all bids or parts thereof and to waive any defects or irregularities in the best interest of the Borough. This work is a Liquid Fuels-funded project, and as such, all materials used must be PennDOT approved. The work consists of milling and paving various local roads in the Borough of Carlisle, Cumberland County, Pennsylvania. Roads will be milled and paved with 9.5 mm Superpave wearing, SRL M or better, at an average depth of 1.5 inches. Project tasks will include, but not necessarily be limited to: a. Milling. Complete removal, by milling, of all existing road material to the specified depth. When necessary for re-profiling, drainage remediation, or other logistic reasons, adjustments to the milling depth will be made per direction of the Borough Engineer or designated representative. Such adjustments shall be considered incidental to the work and will not affect payment quantities or amounts. Carlisle Borough will assist in a coordinated and cooperative effort to haul millings from the job sites to the Carlisle Borough Compost Facility on Post Rd., Carlisle, PA 17015, where the millings will be stockpiled and shall remain Borough property. The Borough will provide two (2) triaxle trucks and drivers at Borough expense; however, the contractor shall provide additional trucks and drivers to facilitate a continuous milling operation without undue delay. b. Scratch coat. As directed by the Borough Engineer, scratch coat will be placed on certain road segments to prepare the roadway for application of wearing course. A scratch coat consisting of a thin lift of asphalt (9.5 mm, WMA, PG 64 S 22, 0.3 to 30 M ESAL, SRL M or better) at an application rate of approximately 60 lbs./sq yd, or at a modified rate if directed, may be applied to help smooth the existing surface and provide a more uniform surface on which to place the next lift. c. Paving. A wearing course consisting of 9.5 mm WMA, PG 64 S 22, 0.3-30 M ESAL, SRL M or better, shall be placed in accordance with project specifications. d. Traffic Control. The contractor shall be fully responsible for all aspects of traffic control in accordance with project specifications. e. Posting of No Parking. The contractor shall be required to post No Parking signs in accordance with project specifications. The Borough will provide the signs to be posted. f. Notice to residents and businesses along the work routes. The contractor shall provide a door hanger, deemed acceptable by the Borough Engineer, to residents and business owners along the work routes in accordance with project specifications.
