Demolition and site work for a municipal facility in Watertown, New York. Completed plans call for the demolition of a municipal facility; and for site work for a municipal facility.

The project site(s) is located within the City of Watertown, New York (refer to Schedule of Properties) and consists of abating and demolishing the existing structure(s) on the site. The successful contractor will be required to provide all labor, materials, machinery, tools, equipment, and other means of construction necessary and incidental to the completion of the work shown on the plans and described in the specifications. Question Deadline 02/19/2026 Questions and RFIs shall be directed to Tina Bartlett-Bearup, City of Watertown, via email at tbartlettbearup@watertown-ny.gov no later than 5 business days prior to the bid opening. The City Council reserves the right to waive any informality in or to reject any or all bids. Each bidder must deposit with his bid, security in the amount of not less than five percent (5%) of the bid in the form and subject to the conditions provided for in the Information for Bidders. The successful bidder will be required to furnish a performance bond in the amount of not less than 100% of the total amount of the accepted bid and in such form and having as surety thereon such surety company or companies as are approved by the City Council. Insurance carriers must have principal office in New York State or be authorized to do business in New York State. This project involves the demolition of 518 Coffeen Street within the City of Watertown, NY. This structure has been condemned by the City of Watertown and will be demolished with asbestos in place. Address and parcel numbers are provided under the Schedule of Properties. Asbestos surveys could not be completed for these other structures due to the existing poor conditions. It shall be presumed that all building materials with the structures are asbestos containing. A lead survey (TCLP) has been completed for each structure and is available is requested. 1. The demolitions shall be completed with asbestos in place per a site-specific variance prepared by the Demolition Contractor. 2. This is a Prevailing Wage Rate project. Prevailing Wage Rates are applicable. PRC# 2025010544 has been assigned by the Department of Labor. 3. The contractor will be responsible for waste hauling to the DANC/Solid Waste Management Facility, Rodman, NY, and all associated applications / permits. The City of Watertown will provide any required signatures on these forms. 4. The City of Watertown will be responsible for tipping fees. 5. The contractor will apply for a NYS DOL Notification Fee Waiver for the project. 6. The City of Watertown requires a demolition permit for each structure. The contractor shall apply for the demolition permit. Fees for the permit shall be waived by the City. 7. The utilities are still connected at the site. The City of Watertown has requested emergency termination and disconnected from National Grid. The Contractor is responsible water and sewer disconnect permits and for cutting and capping the water and sewer lines under City Water Department Supervision. 8. The contractor can decontaminate and salvage non-porous structural materials. Decontaminated materials may be used as clean fill on site. 9. The foundation shall be decontaminated and will remain on site. The foundation walls will be demolished 2 feet below grade and the slab cracked in several locations to allow for proper drainage. 10. The foundation footprint will be backfilled with clean fill and top with six (6) inches of topsoil. The area shall be seeded and covered with hay to prevent erosion. The Contractor shall warranty the site for a period of one (1) year and shall, at its own cost, make any repairs to the site caused by settling, erosion, lack of grass growth, etc. 11. The structures are located close enough to the existing edge of the pavement that the demolition operation will likely require the use of all or a portion of the street for staging vehicles and equipment. The contractor shall protect the street surface from damage and will be responsible for repairing any damage caused by their operations. The contractor shall also coordinate any required road closures with appropriate emergency responders (police, fire, etc.) and shall provide neighboring property owners located to the south and west at least 24 hours' notice of such closure. 12. Power and Water required for the project is the sole responsibility of the Contractor to secure. Use of a City of Watertown fire hydrant is allowed with approval from the City and the use of an approved back-flow prevention device. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under this contract. Bids shall be submitted only in the form hereinafter set forth on the forms furnished with all blanks filled in. Bid responses must be enclosed in a sealed envelope plainly marked "Bid #2026-02 DEMOLITION PROJECT-518 COFFEEN STREET" with the name of the bidder on the front of the envelope as specified in the notice or advertisement to bidders. Any bid not in accordance with these instructions or in the forms prescribed, or not containing all statements contained on said bid form, may be rejected. The City of Watertown, New York, hereafter known as the City, is seeking sealed bids from qualified bidders for the abatement and demolition of the structure(s) located within the City of Watertown, New York (refer to Schedule of Properties) per City Specifications. Work on the project will commence upon award with completion of the project within 30 days from Notification to Proceed. *The list of planholders and/or interested bidders is not being tracked by the stakeholders involved with this project.
