Site work for a water / sewer project in Center Square, Pennsylvania. Completed plans call for site work for a water / sewer project.
The scope of work consists of, but is not limited to, retrofitting of a stormwater management BMP to restore or improve its function. The probable cost for the project is between $560,000 to $685,000. Bidders are required to comply with all State antibid-rigging regulations and must submit a non-collusion affidavit with the Bid. Bidders should be aware of applicable federal and state statutes, regulations concerning environmental pollution, and preservation of public natural resources affecting the project. The project falls under the Pennsylvania Public Works Employment Verification Act, requiring all contractors and subcontractors to use E-Verify for employee eligibility verification, and a Public Works Employment Verification Form must be submitted as a contract award precondition. Bidders must comply with the Pennsylvania Prevailing Wage Act and pay prevailing minimum wage rates as determined by the Pennsylvania Secretary of Labor and Industry. This project is also subject to Whitpain Township Responsible Contractor Ordinance (RCO) No. 394, including pre-qualification requirements. The Responsible Contractor Certification Form, with all required documentation, must be submitted to the Township no later than fourteen days prior to the Bid opening date for pre-qualification. The successful Bidder must furnish all payment, performance, and maintenance bonds. Bids must be unconditional and are irrevocable for 60 days after opening, unless delayed by government approval or funding, in which case the acceptance period is 120 days. Businesses will have full opportunity to submit Bids and will not face discrimination based on gender, race, color, creed, sex, age, physical disability, or national origin. The successful Bidder must not discriminate against or intimidate employees on the same basis. Whitpain Township reserves the right to waive defects or irregularities and to accept or reject any Bid as deemed in the Township's best interest.
