NFWUA operates and maintains a network of water and wastewater infrastructure including water treatment plants and associated distribution systems, wastewater treatment plants and collection systems, pumping and lift stations, related pipelines, control systems, and appurtenances. The selected proposer(s) will be responsible for providing emergency repair services to restore operation of these facilities in compliance with all applicable federal, state, and local regulations. The owner will provide state certified water and/or wastewater operators on-site to monitor and validate facility operations during repairs and subsequent testing once repairs are completed. The contractor(s) must provide 24-hour, on-call emergency response services for water and sewer line repairs, equipment and system failures, electrical or instrumentation issues impacting facility operations, and site restoration following emergency excavations. Contractors must commit to supporting at least one county in the NFWUA Service Area (Columbia or Suwannee) or both. All emergency requests require a response within 2 hours of notification. Qualified contractor resources are expected to meet owner resources on-site as soon as reasonably possible to evaluate and address the emergency. Emergency projects must be completed within a reasonable timeframe and materials will be compensated at a cost-plus percentage to be negotiated. Contractors are required to utilize the U.S. Department of Homeland Security’s E-Verify system for employment eligibility of all persons employed or subcontracted for work performed under the contract. Each proposal must include a cover letter summarizing interest and proposed service groups, and company qualifications such as background, size, years in business, and licenses.
