The City of Largo Board of City Commissioners requests interested parties to submit formal sealed bids/proposals for the 800 4TH ST NW Greenspace Improvements Project. This project is funded with U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG). A mandatory virtual pre-bid meeting will be held. Prospective bidders/respondents are cautioned not to contact any member of the city staff or officials other than the specified contact person. M/WBE's are encouraged to participate in the bid process. The City must receive bids no later than the stated due date and time. Bids received after this time will be returned unopened. The Project consists of proposed improvements include construction of a new multi-use asphalt trail, dog park fencing, site furnishings, solar lighting, landscaping, and associated drainage and erosion-control measures along 800 4th Street NW. The work also includes installation of exercise stations, benches, trash receptacles, and a combination ADA drinking fountain. All improvements will enhance public green space accessibility and recreation within the neighborhood. Bids will be received for a single prime Contract. Bids shall be on a unit price, as well as lump sum basis, with additive alternate bid items as indicated in the Bid Form. Davis-Bacon Act: The project is subject to the Federal labor Standards under the Davis-Bacon and related Acts. The current Wage Determination for this type of project is provided in the Bidding Documents. If the United State Department of Labor issues a new Wage Determination before the first bid is received, an updated Wage Determination will be issued for this project and notification will be provided of the change. These are the minimum wage/fringe rates established for each category of employee working on this project. The work covered by these specifications comprises, in general, the furnishing of all labor, equipment and materials. The work shall include the performing of all operations to construct road improvements, as well as, water, sewer, and drainage improvements for the City of Largo as described and specified further in the Technical Specifications, and as shown on the Contract Drawings. B. Except as specifically noted, the Contractor shall provide and pay for: 1. Labor, materials, tools, construction equipment, and machinery. 2. Water and utilitiesrequired for construction. 3.
