The Planning Department is soliciting Statements of Qualifications from qualified consultants to provide land surveying services. The scope includes examining land surveyor services to review plats, certificates of surveys, or other survey instruments for conformance with local and state standards prior to filing with the County Clerk and Recorder; performing land surveying projects such as field surveys, staking, research, and preparation of plats or certificates of surveys in compliance with the Montana Subdivision and Platting Act and local regulations; and providing professional guidance and responding to inquiries related to land development and management initiatives. SOQs should address the consultant’s ability to perform each relevant area of expertise. Prequalification is for land surveying services which may include: (1) reviewing subdivision plats and survey documents for conformance to Uniform Standards for Monumentation, Certificates of Surveys, and Subdivision Final Plats (including mathematical closure and area computations and relevant local regulations), (2) conducting land surveying projects in accordance with applicable regulations, and (3) providing professional consultancy to engineering, planning, or other land management processes. Other similar assignments may also occur at the department's discretion. Submission requirements include a signed title page with firm information, a cover sheet listing areas of expertise, a table of contents, and a narrative organized by area of expertise, detailing previous experience with at least three relevant projects, key project staff qualifications, resumes, and general firm information including business history, location, licensure, and three references. Submittals will be evaluated on previous experience, key personnel, and firm information in each area of expertise, with specific criteria and page limits as outlined. Up to two top firms may be selected for rotating review work, with additional project-specific selections as needed. The Council of Commissioners reserves the right to reject any and all proposals.
