Sealed bids are requested for the planning and resurfacing of approximately 5,000 lineal feet of Havemann Road and Grand Lake Road within the city. Bids must be on a unit price basis as outlined in the bid documents. Proposals must be signed and submitted on the forms provided, sealed in the specified envelope, and include a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code for 100% of the bid amount, or a certified check, cashier's check, or letter of credit for not less than 10% of the bid amount, subject to the conditions in the Instructions to Bidders. Bid security in Bond form must be from a Surety Company licensed in Ohio. The successful bidder must provide a Performance and Payment Bond for 100% of the bid. Each proposal must list all parties involved, and bidders must provide evidence of experience with projects of similar size and complexity. Completion is required by August 15, 2026. Bidders must comply with prevailing wage rates as set by the Ohio Department of Commerce. Bidding documents, including drawings and specifications, can be examined and obtained at Access Engineering Solutions. Only bids from those listed on the engineer's official plan holders list will be accepted. The owner reserves the right to reject any and all bids or waive informalities. No bid may be withdrawn within 60 days of opening. All questions about the meaning or intent of the Bidding Documents are to be submitted to Owner in writing. Interpretations or clarifications considered necessary by Owner in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Owner as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
