Project No: 2025-151P Sealed proposals in duplicate are requested for Capital Project - Phase 3 African Road for Prime Contractors, specifically Contract No. 7: State Contract-Controls. The project will be constructed in conjunction with purchases of additional elements of the project through cooperative purchasing and state contract. Prime Contracts are to be executed according to the Drawings, Project Specifications, and other Bidding and Contract Documents prepared by Highland Associates. All bids must comply with requirements specified in the INSTRUCTIONS TO BIDDERS. Bid security, either a certified check or Bid Bond made payable to the Owner, is required as described in the instructions. The Owner may waive informalities in bids at its discretion but is not obligated to do so, nor does it represent that it will. No bidder may withdraw their bid for forty-five days after the opening unless a mistake or error is claimed as specified in the instructions.
