The project consists of constructing new asphalt concrete pavement and performing additional and incidental work as called for by the specifications and plans. Bidders are required to submit their proposals either electronically via the BidLocker portal or on paper using forms provided by the County. Paper bid submissions require written notification to the Agency Contact at least forty-eight business hours prior to the bid closing date and time. All bids must include a Bid Security in the form of a Bid Bond or Cashiers Check for a minimum of 10% of the Bid Price, with a scanned copy uploaded at submission and a hard copy delivered within forty-eight business hours after bid closing. A Subcontractor Disclosure Statement must be submitted by 4:00 p.m. on bid day. Bidders must comply with state prevailing wage rates, specify if they are a resident bidder, and use recyclable or sustainably sourced products where economically feasible. Bidders must be prequalified with the State of Oregon for the required Class of Work, maintain a drug testing program for the contract duration, and be licensed with the Construction Contractor's Board.
