Site work for a bridge / tunnel in Bend, Oregon. Completed plans call for site work for a bridge / tunnel.
The project consists of removal of a derelict wooden pedestrian bridge over the Deschutes River, removal of a section of PVC waterline, removal and replacement of a wooden staircase on the east side of the river, and restoration of the work area including landscaping and project access. The work includes removal of the 136-foot-long wood bridge including complete removal of the bridge railing, decking, beams, cross-bracing, approaches, and concrete support piers. Work below the ordinary high-water mark must be completed within the in-water work window. The removal of approximately 200 LF of waterline must be completed by a DEQ licensed asbestos abatement contractor in accordance with Oregon Revised Statutes 468A.720 and Oregon Administrative Rules 340, Division 248. Work must be completed in accordance with the permits obtained, both by the City, and contractor, for the project. The contractor is required to obtain the demolition permit, clearing/grading permit, and building permit(s) for the project. The City has obtained the following permits for the project: City of Bend Waterway Overlay Zone Permit, Oregon Parks and Recreation Department Notification of Intent, Department of State Lands 404 Permit, Oregon Department of Fish and Wildlife Fish Passage Permit, and Oregon Department of Fish and Wildlife Rescue/Salvage Authorization. The project is located on the Deschutes River at approximately River Mile (RM) 163, one quarter of a mile downstream of the Archie Briggs Road Bridge. The pedestrian bridge spans the Deschutes River between the Rimrock West neighborhood on the west side of the river and a parcel in the Rimrock Village Subdivision on the east side of the river. The bridge is accessible from the Rimrock West neighborhood via a 4-foot-wide staircase and forested pedestrian path located east of NW Broken Arrow Road. On the east side of the Deschutes River, the bridge is accessible via a short, gated path and wooden stairs leading down a steep 30-foot cliff face from Firerock Road, which connects to O.B. Riley Road. Access to the parcel on the east side of the river is via a 20-foot wide existing easement. The Engineer's estimate is $279,900 to $354,540 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
