Bidders are to conduct comprehensive environmental site assessments and hazardous materials investigations on state-owned and leased properties statewide. The objective is to identify, characterize, and quantify environmental risks in compliance with the ASTM E1527-21 standard and Federal EPA All Appropriate Inquiries (AAI) requirements. Vendors must perform multi-media investigations to determine the presence, severity, and extent of contaminants, including but not limited to: hazardous materials (asbestos-containing materials, lead-based paint, mercury), biological and air quality factors (mold, pollen, vapor intrusion), and emerging contaminants (per- and polyfluoroalkyl substances and other regulated substances within soil, groundwater, and air). Contractors performing these assessments are prohibited from providing any mitigation or abatement services. Bidders must be qualified, licensed, and certified vendors. Bids must comply with each of the provisions specified, and any alternative bids must achieve the same end result. Bids must be submitted as instructed, and questions may be submitted in writing for clarification.
