The project includes the following major work items and related minor work items for development: Subgrade Preparation, 12" (1,300 SY); Sanitary Sewer, 4" (80 LF); Storm Sewer, HDPE, 12" (60 LF); Storm Structures (2.0 EA); Fire Hydrant Relocation (1 EA); Pavement, PCC, 6" (360 SY); Pavement, PCC, 8" (900 SY); Chain Link Fencing (150 LF); Seeding, erosion control, and other work items related to items above. Each proposal shall be made on a form furnished by Kirkham Michael. No bidder may withdraw their proposal for thirty days from the date set for bid opening. Each proposal must be accompanied by a certified or cashier's check, or a bid bond, in an amount equal to ten percent of the Bid Price, made payable to the Owner. This amount shall be forfeited as liquidated damages if the bidder fails to execute the contract and file the required bonds. Preference will be given to products and provisions grown and coal produced within Iowa, and to Iowa domestic labor. Monthly estimates will be paid to the Contractor at ninety-five percent of the contract value of the work completed during the preceding month. Final payment of the five percent due will be made not earlier than thirty-one days from final acceptance of the work by the Fair Board, subject to all required conditions. The Contractor shall commence work by May 1, 2026, complete all work items necessary to have the 2026 Iowa State Fair by July 16, 2026, and complete punch-list items by November 1, 2026. The Iowa State Fair Board of Directors reserves the right to reject any or all Bids or waive any irregularities in bidding.
