The Town of Danby is seeking proposals from qualified consultants or consulting firms to provide program delivery and administrative services for the Town's $700,000 New York State Community Development Block Grant (NYS CDBG) Housing Rehabilitation award. The services to be provided include: final design for rehabilitation activities; establishing or updating eligible contractors list; identifying eligible properties and contacting homeowners; establishing rehabilitation guidelines; client intake and qualification; preliminary property inspections, work write-ups and cost estimates; assisting homeowners in contractor selection; bidding all work; encumbering contracts; preparing loan or deferred payment agreements; working with legal counsel for mortgages, if needed; performing final inspections; acting as liaison between Town, property owners, and contractors; monitoring expenditures and providing program data; providing EPA Lead Based Paint Risk Assessor and BPI certified energy audits; preparing contract and payment documentation; maintaining a separate grant accounting system; submitting status of fund reports; ensuring grant accounting is included in Town's system; preparing environmental reviews, all documentation, amendments, and reports as required by NYS; advising Town officials on grant matters; and preparing all close-out documentation required by NYS. Proposals must include a statement of qualifications with evidence of similar program experience, five references, a management plan with service locations, a project timetable, a cost proposal with fees and reimbursable costs details, and resumes of professional personnel assigned to the program. Evaluation factors include qualifications and references, previous experience, management and availability, and cost reasonableness. Only one copy of the proposal needs to be submitted, either by email or mail, clearly marked for the specific RFP. The program delivery budget is $91,000 and grant administration budget is $35,000.
