The work involves construction of a new enclosed parking lot located east of the existing Police Department parking lot. The project includes earthwork, removal of existing improvements, paving, fencing, trenching and installation of conduit, relocation of irrigation lines and valves, drainage improvements, construction of a valley gutter, new fencing, temporary security fencing, excavation and backfilling of drainage ditches, and reconfiguring existing ditches for proper drainage. The new parking lot must be constructed with three inches of asphalt concrete over eight inches of aggregate base course. Contractors are responsible for all work specified and for completing the project as detailed in the plans. Any incidental services or materials necessary to complete the work and make the system operational must be included, even if not specifically described. Contractors must coordinate with nearby contractors whose work areas may overlap. The Scope of Work, Bid Terms & Conditions, and required forms are located in the "Attachments" section. All bid prices are to be entered into the OpenGov "Pricing Proposal" spreadsheet. Bidders must supply their Arizona State Contractor's License Number and Classification, submit a bid bond of not less than ten percent of the bid amount, and complete all required forms including a non-collusion affidavit, subcontractors and material suppliers list, references, tax information, and relevant W9 or W8 forms. Bids must be submitted electronically via OpenGov. The contract will be awarded to the lowest responsive/responsible bidder. Insurance coverage and bonds are required as specified in the documents. All questions related to this IFB shall be submitted in writing through the OpenGov Question/Answer Tab via the City's e-Procurement portal, on or before, Tuesday, March 3, 2026 by 5:00 pm.
