Sealed bids are requested for the 2026 Annual Paving Project - Bituminous Seal Coat, which consists of single/double application of Bituminous Seal Coat. All bidders must register and purchase a complete set of Bid Documents from Systems Design Engineering, Inc. Each bid must be accompanied by a Certified Check or Surety Company's Bid Bond naming Douglass Township, Berks County as payee or Obligee in the amount of ten percent (10%) of the total bid. The Surety Company must be acceptable to the Township. Bids cannot be withdrawn for sixty (60) days after the specified bid opening date. Contracts exceeding $10,000.00 must comply with Executive Orders 11246 and 11375 and the Department of Labor regulations concerning equal employment opportunity. Contractors and subcontractors must comply with Pennsylvania Executive Order 2016-05 regarding nondiscrimination and sexual harassment. Wages paid are not subject to the Pennsylvania Prevailing Wage Act. The contractor and their subcontractors must be pre-qualified by PennDOT for the type of work specified. Douglass Township, Berks County reserves the right to waive informalities, reject any or all bids, and delete any item or portion thereof without affecting the remaining bids.
