Minimum program total of 500 water service lines to be replaced in 2026 and 1,500 lines in 2027. Project scope includes copper water service installations: partial public side replacement, partial private side replacement, and full-length water service replacement. Bids must be submitted electronically. Only plan holders through QuestCDN will have bids accepted. All bids must be accompanied by a bid bond of at least five percent of the bid. The successful bidder is required to provide performance and payment bonds equal to 100% of the total bid price and execute the contract as prescribed. All subcontractors must comply with the requirements of the Racine Works Program, including workforce composition and documentation. The work is subject to the Davis-Bacon and Related Acts, federal-equivalency provisions, 'Use of American Iron and Steel' requirements, and the Build America, Buy America Act. Disadvantaged Business Enterprise (DBE) Program contractors, including MBEs and WBEs, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs.
