Site work for a water / sewer project in Racine, Wisconsin. Completed plans call for site work for a water / sewer project.
Minimum program total of 500 water service lines to be replaced in 2026 and 1,500 lines in 2027. Project scope includes copper water service installations: partial public side replacement, partial private side replacement, and full-length water service replacement. Bids must be submitted electronically. Only plan holders through QuestCDN will have bids accepted. All bids must be accompanied by a bid bond of at least five percent of the bid. The successful bidder is required to provide performance and payment bonds equal to 100% of the total bid price and execute the contract as prescribed. All subcontractors must comply with the requirements of the Racine Works Program, including workforce composition and documentation. The work is subject to the Davis-Bacon and Related Acts, federal-equivalency provisions, 'Use of American Iron and Steel' requirements, and the Build America, Buy America Act. Disadvantaged Business Enterprise (DBE) Program contractors, including MBEs and WBEs, are encouraged to submit bid proposals. If any subcontracting is done, the prime contractor must make a Good Faith Effort to solicit bids from qualified DBE firms, including MBEs and WBEs. Only bidders on the plan holders list through QuestCDN will be accepted. Pre-Bid Meeting 03/03/2026 at 12:30 PM CT Racine City Hall Annex, Room 330. Pre-qualification requirements: Prospective bidders are required to be pre-qualified with the Racine Water Utility or the City of Racine Commissioner of Public Works five (5) working days prior to the time of opening bids. The Bidder's Qualification statement can be found within the contract documents and completed statements can be emailed to UtilityAdminDocs@cityofracine.org.
