The work involves providing professional services for flow monitoring and field investigations for Illicit Discharge Detection and Elimination (IDDE) and sewer investigations. The project includes pre- and post-construction flow monitoring and field investigations to identify properties contributing to illicit discharges. The contract will be a task order type, with no guarantee of a minimum or maximum number of tasks and will last for 12 months after execution. The City may renew the contract for additional 12-month periods in 2027 and 2028 at its discretion. For flow monitoring of public sewers, a flow monitor should be located at the downstream end of each street in the project area, with pre- and post-construction monitoring conducted at the same locations. Monitoring periods are each three months or until three qualifying storm events are captured. Data to be collected includes flow depth, velocity, and flow rate, recorded in 5-minute intervals. The selected consultant must also install a tipping bucket rain gauge for the duration of the monitoring period. The consultant will determine the specific locations for flow meters and the rain gauge, subject to City approval.
