The City of Shaker Heights is soliciting proposals from a qualified team of architects, engineers, and interior designers to prepare a Master Plan for the renovation and/or expansion of Fire Station 2. The goal of this study is to evaluate and enhance the functionality, operational efficiency, and spatial organization of the station's working, living, and operational areas. All teams must include an Ohio licensed architect, engineer, and an interior designer. The main goal of this study is to evaluate the current fire station facility and analyze how existing conditions impact operational needs and overall efficiency. The assessment will focus on identifying any strength and deficiencies related to the building's layout, infrastructure, and functionality as they pertain to emergency response operations. Key factors such as apparatus bay configuration, crew circulation patterns, living quarters, training areas, and support spaces will be examined to determine how effectively they support daily activities and emergency readiness. Included in the Master Plan will be a detailed listing of potential project phases should the city need to expand the facility in multiple stages. The designer in conjunction with department and city leaders will evaluate these findings to provide a data-driven foundation for recommending a concept building renovation or expansion plan to enhance operational performance, firefighter safety, response times, and overall service delivery to the community. This approach will provide solid information that will enable the project to move forward with fiscal and functional confidence. Currently the detailed project requirements and scope of work are minimally defined. It is the intent to work with the architect/engineers to further evaluate the design and project requirements during the early phases of work so it can be refined in later phases. The current offering will be divided into multiple phases: Phase 1. Assessment of Current Building and Site Conditions Phase 2. Programming Phase 3. Concept Design and Master Plan Phase 1 Existing Conditions Assessment Conduct site visit(s) and field measurements Meet with department and city stakeholders to develop priorities Review as-built drawings and building systems Evaluate mechanical, electrical, plumbing, and structural conditions including fueling Review zoning code, setbacks, topography, adjacencies, parking, traffic, etc. to establish the buildable area of the site Assess feasibility of additions and building reconfiguration Identify deficiencies related to current codes, ADA, NFPA standards, and fire station design specific best practices (including response times, gender equity, wellness, etc.) Document operational flow, space utilization, and current deficiencies. Document access to bays and lower-level repair and fueling area. Prepare report on conditions assessment and need Phase 2 Programming Conduct interviews/workshops with Fire Department staff and City representatives to determine current and projected operational requirements including but not limited to: Staffing levels, apparatus specifications, administrative, training and ancillary needs with anticipation of future growth and operational needs in relation to building design Develop a detailed space program outlining square footage requirements for each function, identify current and future space needs for operations Phase 3 Concept Development and Master Plan Develop three preliminary options for station configuration (blocking & stacking diagrams) illustrating primary program groupings, adjacencies, and flow. Include a site plan for each option. Review options with project team to refine to a single approach considering station functionality, response time, phasing, and other identified goals. Include considerations for site circulation, parking, site utilities, apparatus bay layout, living quarters, training areas and ancillary areas Refined concept designs will include the following Site Plan Floor plan Exterior Images Refine plans to a single scheme with project team Compare design options in terms of cost, functionality, and constructability Provide phasing strategies to minimize disruption to operations Develop preliminary cost estimates for each option for Capital budgeting purposes The City of Shaker Heights will directly select a consultant based on the consultant's proposal and the scoring criteria listed above. After evaluating and scoring the proposals, the city will interview select consultant(s). Once the consultant is selected based on the quality of the proposal, the city will request a detailed fee proposal from the consultant. The proposed fee may be negotiated between the two parties. Minority Business Enterprises, Female Businesses and Small Business Enterprises shall be afforded full opportunity to submit proposals.
