Reference Number 0000412985 The City of Quincy (City) is issuing this Request for Proposals (RFP) to qualified firms for statements of technical approach, preliminary pricing, projection of cash flows and estimate of power generated for a Design-Build-Operate-Maintain (DBOM) contract for solar photovoltaic (PV) systems on City-owned properties. The City of Quincy, Illinois ("City") is requesting proposals from solar developers ("Developers") interested in partnering with the City on one or more solar developments that insofar as possible serve to increase its renewable energy use, reduce operating expenses, generate employment opportunities, and increase revenue where possible. Bid Intent Optional Bid Intent Deadline 03/20/2026 05:00 PM EDT General Requirements - Insurance Required Bonding Requirements - Performance Bond 100 % - Payment Bond 100 % The City's Wastewater Treatment Plant, located at 700 West Lock and Dam Road, Quincy, Illinois is a conventional activated sludge system that operates continuously. The treatment process relies on recirculation pumps and air blowers to support the biological treatment process. In general, power demand peaks during daylight hours when flows are the highest. Summer power demand is typically higher than winter due to the decreased oxygen transfer efficiency that occurs in warmer water. The facility has an average monthly & daily energy usage of 278,000 kWh and 9,200 kWh respectively. The electric service at this site is an Ameren Illinois DS-3 (account number 6813006834) medium voltage 12,470 WYE service that is reduced on-site via customer-owned transformers to 480/277V, 3 phase. The facility has an Ameren sub-station on the property. Additional information on this site is provided in Appendix A. The WWTP site is approximately 74 acres in size, although a vast majority of the ground is dedicated to existing and future treatment works. There are roughly 10 to 11 acres of ground in scattered areas of the facility that are available for solar panel installation. The site is suitable for traditional driven post/pile foundations and buried wiring. It may not be practical to utilize all the available ground for solar panel installation due to local conditions and it is up to the Developer to evaluate the available spaces for cost effectiveness. Roof top mounting of solar panels on the various site buildings is acceptable, if the Developer finds that this approach is cost effective. The City's goal is to maximize the production of electricity via solar PV. Due to the electric demand required to operate the WWTP, it does not appear likely that the solar panels will produce excess energy for storage or transfer to the grid. Developers shall evaluate this and address it in its Technical Proposal. Alternative Sites The City will accept proposals for solar PV installation on other City-owned properties if there are funds available after the WWTP site is developed and/or the Developer can demonstrate a favorable returnon-investment for other locations. Potential alternative sites include: o Quincy Regional Airport (approximately 8 acres adjacent to existing solar panels) o 3901 Wisman Lane, zoned M3 (+-3 to 6 acres north of water storage tank; note that excavation will not be permitted where the site was used as a landfill) o Quincy Municipal Landfill #4 (1074 E 1363rd Lane; +-40 acres; limited excavation/special foundations required; nearby residences are also a concern) o Various municipal building roofs Question Deadline 03/20/2026 at 4:00 PM CT Questions should be submitted in writing to Jeffrey Conte Department of Public Works 730 Maine Street Quincy, Illinois 62301 jconte@quincyil.gov .
