Sealed bids are requested for the design and all tools, labor, and materials necessary to complete the installation of a MORNINGSIDE ROAD IMPROVEMENTS - UTILITY PACKAGE. Each bid must be sealed and accompanied by a certified check, cashier's check, bank draft from an FDIC-insured Nebraska bank, or a bid bond equal to at least five percent (5%) of the bid price. The bid security ensures the bidder's good faith to enter into the contract at the bid price if accepted and will be returned after contract execution for the successful bidder, or after rejection for unsuccessful bidders. The City of Fremont reserves the right to accept the bid that, in its judgment, will provide the best workmanship and materials, regardless of price, and reserves the right to reject any or all bids and waive informalities. The successful bidder must submit an acceptable Affirmative Action Statement and Program within ten days of the bid award, or forfeit their bid bond. A Performance, Payment and Maintenance Bond equal to one hundred percent (100%) of the contract price, valid for one year past project completion, is required. Before final payment on the last three percent (3%) of the contract, the contractor must provide written clearance from the Nebraska Commissioner of Labor, certifying all payments due to the Unemployment Compensation Fund have been made. Construction must be completed by July 31st, 2026, with final project completion by November 20th, 2026. QA date - 2-24-2026 All questions about the meaning or intents of the Contract Documents are to be submitted to the Engineer in writing. Interpretations of clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Owner as having received Bidding Documents. Questions received less than seven (7) days prior to the date for opening of Bids may not be answered.
