Inspection, maintenance, and repair services are required for electrical systems at Floating Pier One, with emphasis on shore tie terminals and the electrical line running from the FRC Floating Pier Isolation Transfer to the terminals. Work includes inspecting all shore tie terminals for damage, corrosion, moisture intrusion, or other deficiencies, followed by repairs to restore full functionality. Terminals must be dried, sealed to prevent future moisture intrusion, and tested for proper operation. The electrical line must be inspected, cleaned, and groomed by removing debris, corrosion, and contaminants, along with a thorough evaluation for physical damage or potential failure points. Megger testing is required to identify insulation resistance issues. All findings must be documented, including recommendations for additional actions if needed. Deliverables include a written inspection report detailing findings, repairs, and recommendations; documentation of Megger test results and corrective actions; and photographic evidence showing before and after conditions. Shore tie terminal work must be completed within two weeks from award, with electrical line inspection and grooming completed within three weeks. A final typed report must be submitted within one month from the start of the performance period. All work must follow applicable electrical codes, safety standards, and Base Ketchikan requirements, and personnel must be properly licensed for marine electrical work. The quote must include materials up to $5,000 for repairs within the shore tie terminal box, not to exceed that amount. The area of concern includes South Float One at Berth 5 and Berth 10.
