Alternate proposals must include all associated overhead, profit, and expenses. Bids must be electronically submitted through the project management Bid Portal, with all required fields and attachments completed. Only electronic submissions through the portal will be considered; no oral, written, or telephonic proposals or modifications are allowed. All contractors and subcontractors attending the pre-bid walkthrough must have appropriate personal protective equipment as required by OSHA and any additional requirements indicated for the project, and must sign a release if using Cornell equipment. Participation in pre-bid activities constitutes acceptance of all associated risks. The contract will be awarded to the lowest responsive and responsible base bidder deemed qualified by the Owner, and who meets submitted documentation requirements. The Owner reserves the right to reject any or all proposals and waive informalities in bidding. The proposal must remain valid for a minimum of ninety calendar days after the bid opening date.
