Reference Number 0000413359 The purpose of this Request for Proposals (RFP) is to solicit professional services to design, permit, construct, furnish, and install up to eight Level 2 electric vehicle (EV) charging stations at four separate sites described below. The project will include, but is not limited to the thoughtful design, permit, construction, furnishing, and installation of up to eight Level 2 electric vehicle (EV) charging stations at four separate sites located in the city of Aspen.Four Level 2 charging stations at Aspen Golf Club: 39551 CO-82 Ste 1, Aspen, Colorado, 81611 Two Level 2 charging stations at Aspen Recreation Center: 0861 Maroon Creek Rd, Aspen, Colorado, 81611 One Level 2 charging station at Red Brick: 110 E Hallam St. #135, Aspen, Colorado, 81611 One Level 2 charging station at Warren's Alley/S Hunter St: Aspen, Colorado, 81611 Question Deadline 03/16/2026 at 2:00 PM MT Questions are submitted online Yes The city of Aspen is served by two utilities; Aspen Electric and Holy Cross Energy. The city's first publicly available EV charging station was installed in 2015 as a way to provide reliable and convenient access to EV charging to the community. The city now has 15 EV charging stations serving full-time and part-time residents, commuters, and visitors. This project supports the growing demand for EV charging infrastructure in the city of Aspen. At the beginning of 2025 City of Aspen staff undertook a planning effort to identify conceptual designs for EV charging banks at the Aspen Golf Course and the Aspen Recreation Center. These conceptual designs are attached as Exhibit C. This planning effort led to the installation of conduit underneath the drive surface in both locations. The focus of that effort was to identify power sourcing and charger siting. The Red Brick and Hunter St locations also have conduit installed. See descriptions of the four sites below: The Aspen Golf Club (Golf Club) is located about 2 miles west of downtown Aspen. Holy Cross Energy is the utility provider for the Golf Club. In 2025, as part of a larger asphalt resurfacing project, 2-inch electrical conduit was installed across the drive surface from near the transformer to the landscape island. This site has a conceptual design attached as Exhibit C. The conceptual design outlines plans to install four EV chargers (eight plugs) located on both sides of the landscape island. This project will complete the installation of the four EV chargers utilizing the existing conduit and include the installation of a sub meter near the transformer. There are multiple trees located in the landscape island that will need to be air or hydrospaded during the installation. One of the charging spaces on each side of the island (for a total of two) will need to be striped for ADA van accessible parking The Aspen Recreation Center (ARC) is located 2.5 miles west of downtown Aspen on Maroon Creek Road. Both Aspen Electric and Holy Cross Energy serve the ARC. In 2024, 2-inch electrical conduit was installed across the parking lot to the rock island from the nearby Holy Cross Energy transformer. This site has a conceptual design attached as Exhibit D. The conceptual design outlines plans to install two EV chargers (four plugs) in the parking lot. This project will consolidate the existing Holy Cross Energy service equipment located near the entryway and complete the installation of the two EV chargers utilizing the existing conduit. The project will include the installation of a sub meter near the transformer and a consolidation of existing electric utility infrastructure. One of the charging spaces will need to be striped for ADA van accessible parking. The Red Brick Center of the Arts (Red Brick) is located in the West End just a few blocks from downtown Aspen. Aspen Electric is the utility provider for the Red Brick. In 2025, 2-inch electrical conduit was installed from the nearby transformer across the pedestrian/bike path to the parking lot near the north entrance of the building. Based on transformer capacity estimates and parking availability, the installed conduit is anticipated to support one EV charging station (2 plugs) at this location. This project will complete the installation of the single EV charger utilizing the existing conduit and include the installation of a sub meter near the transformer. One of the charging spaces will need to be striped for ADA van accessible parking. The Warren's Alley/S Hunter St (Hunter St) project is located in the public right of way behind St Mary's Catholic Church in downtown Aspen. Aspen Electric is the utility provider for this project. In 2023, 2- inch electrical conduit was installed from the nearby transformer to the landscape buffer on Hunter St. The installed conduit is anticipated to support one EV charging station (2 plugs). This project will complete the installation of the single EV charger utilizing the existing conduit and include the installation of a sub meter near the transformer. The selected firm will oversee a multidisciplinary team and have experience in design and construction/installation of EV charging infrastructure for public agencies including the compliance of accessibility regulations. The successful proposal will outline project costs for completing the EV charging installation at each site (four separate cost estimates) and complete work within the project schedule outlined in this proposal. Bonding Requirements - Performance Bond 100 % - Maintenance Bond 100 % - Payment Bond 100 % The City reserves the right to reject any or all Proposals or accept what is, in its judgment, the Proposal which is in the City's best interest. The City further reserves the right, in the best interests of the City, to accept a late submittal or to waive any technical defects or irregularities in any and all Proposals submitted.
