Site work for a mixed-use development in Chubbuck, Idaho. Completed plans call for site work for a communication facility; and bridge / tunnel.

As of March 18, 2026, subcontractor bidding is closed, and all trades are let. Construction is expected to begin by April 2026. The project includes the installation of power and communication conduits throughout campus with the associated surface restorations and replacement of roughly 350 feet of concrete steam tunnel and corresponding steam piping and insulation. Sealed bids from properly licensed contractors will be received, and bidders must submit their bids either at the specified location or via email with the correct subject and delivery time. Starr Corporation is serving as the CM/GC on the project. Plans, specifications, proposal forms, and other information are available online. An invitation and Public Works Contractors License for the State of Idaho is required to bid on this work. Project Location: Idaho State University, Pocatello, ID Estimated Cost: $3,000,000.00 A. The Work of the Project is defined by the Contract Documents and consists of the following: 1) The design will include removal and replacement of approximately 350-feet of the utility tunnel, steam and condensate lines, insulation, steam valves, and steam appurtenances from the end of DPW project 21-654 ISU: REPAIR UTILITY TUNNEL which is located at the north corner of the Business Administration Building and continue the tunnel and steam line replacement of tunnel going west to the Liberal Arts Building. Surface repair includes sidewalk, landscaping, and an ADA ramp replacement. 2) Replacement of the existing steam and condensate lines to Frazier Hall for approximately 100-feet from the existing tunnel to the south side of Frazier Hall. The existing piping is in a concrete chase which will be retained and filled with insulating Gilsulate. Surface repair includes sidewalk, landscaping, & an ADA ramp replacement. 3) New communications conduit bank will be extended approximately 520-feet from a communication box south of the Business Administration Building south to near the NW corner of the Museum and from the Museum west approximately 100-feet to the Fine Arts Building. Also includes approximately 115-feet of conduit to connect to the Pharmacy building. 4) New high voltage Idaho Power conduit bank will be extended approximately 1,000-feet from the north side of the Liberal Arts Building to the south to near the SE corner of the Fine Arts Building to connect to an existing transformer near the Fine Arts Building main entrance and to connect to an existing power conduit bank. Approximately 455-feet of power conduit will be extended for connections to the exiting transformers for the Liberal Arts and Pharmacy Buildings. Also includes removal of Idaho Power cables and cable trays from the tunnel system in the lower campus. 5) New communications conduit bank extended approximately 400-feet from the Student Union Building and from Gravely Hall to the Administration Building to make connectivity with existing conduits and communications box. Also includes removal of of communication lines from the tunnel system in the lower campus. 6) New high voltage Idaho Power conduit bank will be installed approximately 530-feet from conduit banks and switch gear vault at the SE corner of the Student Union building installed with the G1 Parking Lot Project (DPW 23- 881 in 2024) to an existing transformer located between the Administration Building and Gravely Hall. 7) New high voltage Idaho Power conduit bank will be extended approximately 345-feet from an existing transformer on the south side of Humbolt St to the south side of the Heating Plant. (Work for this task has been transferred for timing reasons to the Heat Plant and has been completed separately.) 8) New communications conduit bank will be extended approximately 123-feet from existing conduit banks near the transformer on the south side of Humbolt St to a new vault in the Public Safety parking lot. (Conduits for this have been partially installed from the pull box on the south side of Humbolt to just short of the existing concrete box to be removed in the Public Safety parking lot as a part of the Idaho Power work completed for the Heat Plant as described above. New Communications conduit will need to be extended from end of in place conduit to the new junction box in the parking lot.) 9) New communications conduit bank will be extended approximately 171-feet from a new communication box installed in the Public Safety parking lot to the Public Safety Building. Connection to an existing conduit in the alley by public safety will also be completed. 10) An irrigation vault and water line north of the Business Administration Building need to be removed and a new irrigation vault and 2 new water lines need to be installed into the building. One line is for domestic use and the second is for fire suppression. The new fire line will include a post indicator valve. The existing irrigation vault is old and is also adjacent to the tunnel being replaced so it will need to be relocated away from the tunnel to provide separation for future maintenance. The existing water line from the vault runs inside the existing tunnel C4/24 and needs to be moved out of the tunnel and relocated outside of the tunnel. 11) New domestic water and fire lines need to be installed in to the Liberal Arts building to replace the existing lines which are located inside the existing tunnel. The new fire line will include a post indicator valve, backflow vault, and remote Fire Department Connection. 12) New Idaho Power and communications cabling is to be installed in the existing conduits that were installed in the G1 Parking Lot Project (DPW 23-881 in 2024) to make connectivity for power and communications throughout the lower campus. Existing power and communication lines in the tunnel system through the parking lot and lower campus are to be removed once the new power and communications systems are connected and operational.
