The City of Sioux City, Iowa (City) owns and operates the Sioux City Wastewater Treatment Plant (WWTP) and approximately 300 miles of sanitary sewers with accompanying lift stations. The City WWTP is permitted for approximately 16 mgd of annual average daily flow and peak flows of approximately 55 mgd. The WWTP was originally constructed in the 1960s, with influent screening and grit removal, primary clarification, solids digestion, and solids drying beds. Since the original construction, the WWTP has undergone several major upgrades to add secondary treatment and disinfection, expand capacity, and modify major unit processes. The City intends to implement improvements at the WWTP to address safety and odors, enhance reliability, and expand capacity. Other key project drivers include improvements to enhance current and future nutrient removal, replacement and upgrade of aging and poorly performing structures, equipment, and unit processes, and improvement of site conditions. The planned improvements will be implemented in two phases with a third phase planned at a later time based on regional growth. These projects represent a generational investment by the city in its WWTP and are expected to provide another 30 years of successful operation. Qualified bidders will need to comply with State Revolving Funds (SRF) and American Iron and Steel (AIS) requirements.
