Up to 380 copper water service installations (1-inch typical) replacing existing lead and galvanized steel service lines. Project includes public-side replacements, private-side replacements, and full-length replacements. Pavement restoration, landscaping restoration, property owner outreach and coordination, and traffic control are included in the scope of work. The proposed improvement is officially known as Galvanized water service line replacement, CITY PROJECT 2025-20. Bidders are required to submit sealed proposals. Plans, specifications, and proposal forms are available from Decatur Blue Print, Inc. The contract may be partially funded by a loan from the Illinois Environmental Protection Agency and must comply with associated regulations, including the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, and the "Build America, Buy America Act" requirements. All proposals must be accompanied by a bank draft, cashier's check, certified check, or bid bond in the amount of ten percent (10%) of the bid. Before work commences, the contractor and any subcontractors must have a written Substance Abuse Prevention Program or a collective bargaining agreement addressing substance abuse prevention. Minority participation goals are established: ten percent (10%) of the contract amount for minority business enterprises if subcontracting opportunities are available, and/or for purchase of goods, materials, and equipment; and eighteen percent (18%) of the total hours worked by minority workers. Evidence of meeting these goals must be provided prior to the award and payment for the project. The City reserves the right to accept, renegotiate, or reject any or all proposals and to waive variances from the requirements for bidders. Required items may be submitted after the bid opening if sufficient compliance exists to determine the price bid at the time of bid opening.
