The contractor is required to pay not less than the minimum wage rates established by the Department of Industrial Relations of the State of Ohio for Heavy Highway Construction. The City reserves the right to waive any irregularities, reject any or all bids, and to award the contract to the bidder deemed to be in the best interest of the City.
