The City of Louisville is seeking qualified technical quotes to provide inspection and cleaning of the City’s five potable concrete water storage tanks. The scope of work includes meeting all regulations and standards required for diving, inspecting, and repairing potable water tanks according to OSHA, EPA, CDPHE, AWWA, NFPA, and TCEQ. All dive technicians and equipment must be fully disinfected prior to tank access in accordance with AWWA Standard C652-11 and OSHA regulations for diving and confined space. The work includes interior and exterior assessments, reviewing structural, sanitary, safety, security, and coating conditions. Minimum items to be examined include ladders, shell, roof, vents, man ways, welds, seams, foundation, anchors, safety systems, hatches, external overflow, and plumbing. High resolution color video documentation is required using real time closed circuit underwater video equipment, with all findings recorded along with a narrative summary. Cleaning and removal of all sediment or material present in the tanks, with sediment captured in a sediment bag and released water de-chlorinated and BMPs to minimize erosion, are required. Provide a written report on the inspections addressing criteria and referencing applicable regulations, and complete the Comprehensive Inspection checklist for the CDPHE using specified forms. Quotes must include general firm information, references from at least three similar projects, proposed sub consultants and their tasks, and a not-to-exceed amount based on the scope with detailed cost breakdown by tank. Separate costs must be provided for minor repairs and additional cleaning, and multi-tank discount pricing for combined work must be noted. Proposals must be prepared with awareness of established standard terms and conditions including the City’s rights regarding quote acceptance and project abandonment, and all submissions become City property.
