Site work and renovation of a municipal facility in Frankfort, Kentucky. Completed plans call for the renovation of a municipal facility.

The project involves the selective demolition and subsequent renovation of three exterior concrete stairs/ramps at the State Office Building in Frankfort, Kentucky. The sites include approximately 7,000 square feet at Site F, 2,010 square feet at Site G, and 2,700 square feet at Site H. The work includes site clearing, selective demolition, new concrete paving and stairs, new handrails and guardrails, and site restoration. Durable replacement options for concrete, non-corrosive reinforcement, sealers, and proper drainage design are specified to increase the lifespan of the stairs. There is also localized historic masonry repair required at the sites, including granite crack repair, limited patch/repair of existing limestone veneer, and repointing of adjacent historic materials. Bids will be received from prime contractors on a lump sum basis for all phases of the work. Solicitation responses must be submitted electronically through the Commonwealth's eProcurement system, and no postal or hand-delivered bids will be accepted. Bidders must be registered in the Vendor Self Service (VSS) System and are responsible for timely submission. Delays due to registration or technical difficulties will not justify late acceptance. All required documents--including Bid Document, Bid Bond, and, if applicable, a certified check--must be attached as a single file. A bid guarantee of at least 5% of the base bid is required, and successful bidders must provide 100% Performance and Payment Bonds. Bidders' qualifications, lists of unit prices, subcontractors, and materials must be included in the submission. All project documentation will be managed via the Owner's Document Collaboration System (eComm). Compliance with Kentucky Division of Air Pollution Control Regulation, tobacco-free policies, and EEO requirements is mandatory. The Division of Engineering and Contract Administration reserves the right to reject all bids and waive informalities or technicalities in the best interest of the Commonwealth. Base Bid - Site Clearing, Selective Demolition, repair, replacement and reconfiguration of concrete vertical circulation at sites F-H as indicated on plans. New railings shall be brought up to code compliance at all stairs and ramps as indicated on plans. The State Office Building is on the National Register of Historic Places and within Frankfort, Kentucky's Historic District. Ref # 785-CAFK-SB00-00 Question Deadline 03/06/2026 All questions regarding the meaning or interpretation of the bidding documents shall be directed in writing to the purchasing officer. Unless otherwise specified in the Solicitation, questions received less than ten (10) calendar days prior to the date for receipt of bids may not be answered.
