Bid Package No. Description (Set Aside*) 1.2.1 Selective Demolition 1.9.1 Drywall /General Trades 1.21.1 Fire Suppression 1.23.1 HVAC System 1.26.1 Electrical & Switchboard Pre-Purchase 1.31.1 Sitework *Bidders on these Bid Packages must be certified by the State of Connecticut Supplier Diversity Program as a Small, Minority or Woman Business Enterprise (S/M/WBE). Bidders on these Bid Packages must be prequalified by the State of Connecticut Department of Administrative Services (DAS) for the appropriate classification of work. Question Deadline 03/07/2026 Questions regarding the work or bid shall be made in writing and directed via e-mail to: mspbid@downesco.com with the Construction Manager (Downes Construction Company, LLC) at (860) 229-3755. The last date for questions is five calendar days prior to the bid due date. All Bids submitted that are in excess of $1,000,000 are required to submit a Department of Administrative Services Prequalification Certificate and update (bid) Statement with their bid. The Subcontractor shall hold a current "DAS Prequalification Certificate" from the Department of Administrative Services of the State of Connecticut according to Connecticut General Statue 4a-100, 4b-100 and 4b-91. Failure to submit these items with the bid will result in disqualification of the bidder per the public act. DAS is required of all sub-bidders regardless of their tier with contract values in excess of $1,000,000. Sub-bidders prequalification certificates are not required to be submitted with the bid but must be submitted prior to award. All Subcontractors requiring DAS certification must maintain the certification for the duration of the project. As security, each bid must be accompanied by a Certified Check or Cashiers Check drawn upon either a State Bank and Trust Company or a National Banking Association, or the Bid must be accompanied by a Bid Bond having as surety thereto, such Surety Company or Companies as are authorized to do business in the State of Connecticut, of an amount not less than 10% of the Bid. The successful bidder shall furnish Performance, Labor and Material Payment Bonds, each for 100% of the Contract Sum. The State of Connecticut Department of Labor and all associated statutes and regulations shall govern labor wages on this project. The successful bidder shall comply with applicable state and local laws and the Town of Plainville requirements. The requirements for prevailing wage rates as outlined in the Connecticut General Statues 31-53 are to apply to the resultant contract award. The successful bidder shall participate and comply with all applicable affirmative action, equal employment, non-discrimination established by the State of CT on this project. This project is governed by The State of Connecticut Commission of Human Rights and Opportunities ("CHRO") requirements. All bids shall be held open by bidders for a period of ninety (90) days. No bidder may withdraw their bid during that period. fter review of all factors, terms and conditions, including price, Downes Construction Company, LLC and the Town of Plainville reserve the right to reject any or all Bids, or any part thereof, or waive defects in same, or accept any proposal deemed to be in the best interest of the project. However, the Construction Manager and the Town of Plainville reserve the right to reject any and all bids or to waive any informalities, irregularities, omissions, or technical defects in the bids.
