The work involves providing on-call traffic control and flagging services for maintenance projects within the service territory. This is not for a specific project or location, but rather for flagging services as needed for Water and Light crews. The contract term is three years. Contractors must have a minimum of three years' experience in traffic control and flagging services and be licensed with the Oregon Construction Contractors Board. This solicitation is for maintenance projects only and does not require prevailing wage rates. Multiple price agreements may be awarded, with a maximum of three agreements. Bids must be signed and submitted in a sealed envelope clearly marked for traffic control and flagging services for maintenance projects, on forms designated by the purchaser. Each bid must state whether the bidder is a resident bidder as defined in ORS 279A.120 (b). Bid documents and addenda will be distributed via email to those who receive bid packets and posted on the website. The procurement described may be cancelled, rejected, or delayed if deemed in the best interest of the agency. The agency reserves the right to reject any and all bids, to waive any irregularities not including price and time, and to accept the bid deemed in its best interest. The agency also reserves the right to clarify the bids with apparent responsive bidders and may reject any bid not in compliance with prescribed public bidding procedures and requirements, and may reject for good cause any or all bids if it is in the public interest to do so.
